While the Skylands contain plenty of waste paper, you can also find it in Palette Town, which means you won’t have to wait for area unlocks to get started.

Once you reach the Skylands, look for piles of waste paper on the ground. There’s plenty available, so gather as much as you need for your crafting projects.

Converting Waste Paper to Paper
